<P align="justify"> This is an ancie … <P align="justify"> This is an ancient institution which has survived unbroken down to the present day ([[Skolt Saami legislation|Skolt Saamis: legislation]]). Chapter 8 of the Skolt Law defines the administrative system of Skolt Saami affairs: the village assembly, the right of participation in the assembly, the competence of the assembly, the Skolt Councils and their responsibilities, and the institution of Representatives and their election. </P>
<P align="justify"> The Skolt Statute (1977) defines in detail the way in which the administration of Skolt affairs functions: the Representative convenes the annual village assembly. It is likewise her or his duty to convene the Skolt Councils, to prepare their meetings and to execute their decisions.
