<P align="justify"> The supreme is the highest decision-making organ of the Saami Council, the Saami Conference convenes every four years. The member organizations of the Saami Council in Sweden, Finland and Norway appoint twenty representatives each and the Saami of the Kola Peninsula five to make a total of 65 delegates. The Conference appoints fifteen members to the Saami Council, five from Norway, four each from Sweden and Finland and two from Russia. <P align="justify"> The Saami Conference deals with and decides on proposals made by the Saami Council, and it approves reports. It has ratified the Saami flag, the Saami national anthem ([[National symbols|Saami national symbols]]) and various policy agendas.</P>
<P align="justify"> The First Saami Conference, to which individual Saamis, organizations and institutions were invited, was held in Jokkmokk in 1953 ([[Saami Council|Saami Council]]). The Second Saami Conference in Karasjok in 1956 established the Nordic Saami Council, the mandate of which was to take care of common Saami interests. Representatives of the founding organizations ([[The Society for the Promotion of Saami Culture|The Lapp Cultural Association]], [[National Saami organization of Saami Aetnam|Sámi Ätnam]], Oslo Sámi Searvi, were elected to the Council. In 1971, the Seventh Saami Conference was held in Gällivare, where a new organ was established: the Saami Language Board, which was given the task of safeguarding and developing the Saami languages and dealing with matters concerning them. The Arjeplog Conference in 1978 ratified the orthographies for North and South Saami, while the Tromsø Conference of 1983 approved a Saami political agenda and decided on the adoption of a joint Nordic handicrafts trademark Sámi Duodji. <P align="justify"> In the Fifteenth Conference in Helsinki, the 6th February was officially made the Saami National Day. The Helsinki Conference was a historic event in that the Russian Saamis were admitted through their own association as official members of the Council ([[Political situation of Kola Saami peoples|Kola Saamis]]: the political situation). Since 1994, Saamis from America have also participated in the Conferences as observers. In 1996, the Saami Conference was held in Murmansk, and the Fiftieth Anniversary of the Saami Council was celebrated there.
