TekstiTämä on erikoisominaisuus. <P align="justify">Saami Delegation <P align="justify">Saami Delegation (1972 - 1995), an elected organ of the Finnish Saami whose task was to promote and safeguard the interests and rights of the Saami. The idea of establishing the Saami Delegation and holding elections for it arose in the Saami Committee, which was established by the Finnish Council of State (the cabinet) in 1971 to draft a comprehensive report on the current situation of the Saami. The committee also administered the first elections. A trial election was held in 1972 with 43 candidates and 3000 enfranchised Saami voters. A second election was held in 1974 with 35 candidates competing for twenty seats on the Delegation. Subsequently elections were held every four years up to 1992, when the Delegation's final term of office began. The Saami Delegation was a statutory organ, and its position in the administration was that of a standing committee. It had only an advisory role, without decision-making power. It has been said that the only thing that the Delegation could decide about was the time of the next meeting. According to the statute, the meetings had to be held in the Saami area. Together with the Ministry of Education, the delegation prepared the draft for the Language Act regulating the use of the Saami language in official transactions, which came into force in 1992. This act was considered to be the first step towards making Saami an official language. However, it was criticized because it did not require public officials working in the Saami area to have a command of the Saami language. Instead, the use of Saami in official transactions is affected by means of interpretation and translation.
